In Tianjin Binhai New Area, how long will it take to finish the whole process 
from bidding for land use rights to obtaining a project planning permit and 
then securing a construction permit to start construction?

"I didn't expect it to be finished in just 35 working days," one applicant said 
at the administrative service hall of Binhai New Area. The evaluation and 
approval process is so efficient and fast is because that the administrative 
service office, after learning about the difficulties facing the enterprises, 
provides whole-process supporting services, and takes many measures to 
streamline the process. It also seeks to greatly reduce the evaluation and 
approval time and improve efficiency by taking parallel steps. 

The case also involves other reform efforts to reduce application items and 
materials, links, licenses and time. For example, land transaction 
confirmations have been used as approval reference instead of land approval 
procedures. Meanwhile, qualified enterprises can get construction project 
planning permission via the commitment evaluation and approval mechanism.

In early 2019, Binhai New Area's administrative service office was officially 
opened, covering functions including administrative approval and business 
environment improvement. It is designed to help administrative services 
transition from the previous standardized evaluation and approval manners to 
more convenient, user-friendly and quality services for the general public and 
enterprises. 

At the beginning of this year, Tianjin delegated an unprecedented total of 597 
items of municipal power to Binhai New Area. As the leading engine of the 
municipality's economic development, Binhai New Area has dealt with issues 
emerging from the development of new technologies, new industries, new business 
forms, and new modes by combining with local conditions and seeking practical 
and tailor-made solutions. It has removed the last crucial hurdle in power 
delegation and realized door-to-door administrative services.
